Oulu publishes a fee for every international programme for the 2026-2027 intake, and they run from EUR 10,000 to EUR 14,000 an academic year. Architecture is the most expensive at EUR 14,000, Biochemistry EUR 12,000, and Biomedical Engineering, Business Analytics, Software Engineering and Information Systems, and Computer Science and Engineering all EUR 10,000. Every programme also carries an early bird discount of between 15 and 30 per cent, available only to students who pay the tuition within three weeks of the admission results: at 30 per cent Architecture falls to EUR 9,800 and the EUR 10,000 programmes to EUR 7,000, while Biochemistry's 15 per cent brings it to EUR 10,200. First year students get nothing else: Oulu states there are no scholarships for them, only the early bird. From the second year a bachelor's student can hold a tuition fee waiver worth 20 to 30 per cent depending on the programme, and a master's student a waiver of 10 to 40 per cent of the second year's fee, awarded on completing at least 60 ECTS of the approved study plan in the first year including five credits of compulsory Finnish. A separate International Scholarship Scheme covers 50, 75 or 100 per cent of the full fee for academically strong students, and applicants to certain programmes can apply for a Nokia Scholarship of EUR 3,000. Tuition is charged to students who are not citizens of an EU or EEA country or Switzerland, and covers teaching only, not accommodation, meals or transport.
