English test waiver

NCCU sets one university-wide floor and lets departments raise it. An applicant who is not a native speaker of English and is applying to an English-taught programme, or to a department that offers enough English-taught courses to meet graduation requirements, must reach CEFR level B1 or above, either during the application period or before enrolment. The recorded IELTS 4.0 and TOEFL iBT 42 are the bottom of the B1 band on NCCU's own comparison chart, which also maps B1 to TOEFL PBT 450 to 497, TOEFL ITP 460 to 542 and TOEIC Listening and Reading 550 to 780. Departments and degree programmes may require more, and where they do their own published requirement applies, so the programme entry should always be checked. Following Ministry of Education policy NCCU accepts only TOEFL, IELTS and TOEIC as proof of English, and no other test. A certificate is not needed at all in three cases: the applicant is a national of a country where English is an official language, proved by passport; the applicant's previous degree was obtained in an English-speaking country, proved by the graduation certificate; or the previous degree was taught entirely in English, proved by a letter from that institution. The list of English-speaking countries follows a Ministry of Foreign Affairs ruling. The certificate must still be valid on 1 September 2027, and an applicant who cannot submit it during the application period has until 30 June 2027 after being admitted.
