Requirements

Bachelor

General admission requirement: a General Matura, or a final examination after an appropriate four-year upper secondary programme (Vocational Matura plus a passed General Matura examination for certain integrated master's and university-level programmes). Professional higher education programmes accept a final examination after a four-year secondary programme, General Matura, or Vocational Matura. Some programmes also require an aptitude or skills assessment. For non-EU applicants applying to a programme taught in English, English proficiency at CEFR B2 is required for at least the Faculty of Management's English-taught Management programme (see the English requirement above); check the individual faculty's own call for enrolment for other English-taught programmes.

Master

Admission requires a relevant completed first-cycle (bachelor's) degree, with the specific field and any bridging or additional exam requirements set by each faculty's own call for enrolment. For the Faculty of Management's Management programme (taught in English), the same CEFR B2 English proficiency rule applies as for the bachelor's programme. Faculties may also set minimum grade or programme-specific entry conditions, detailed in each faculty's call.

Doctoral (PhD)

Admission requires a relevant completed master's degree (second-cycle) or an equivalent recognised qualification, with programme-specific requirements set by each faculty. Doctoral study at UP is part-time by default except for one programme; tuition is charged to full-time doctoral students from non-EU countries without a bilateral exemption, to part-time students generally, and in certain re-enrolment cases described in the tuition fees page.

Documents

For candidates with a foreign secondary education certificate applying for enrolment and for recognition of that certificate, University of Primorska's own non-EU enrolment page lists these documents to upload to the eVS portal (points 1 to 4 and 7 are mandatory):

1. A scan or photograph of the final secondary education certificate(s) the candidate wants recognised.
2. A translation of that certificate into Slovenian or English, if the original is not in Latin script (a sworn interpreter's translation is accepted).
3. Annual report cards, transcripts, a diploma supplement or other evidence of the content and duration of the last four years of secondary education, with certified translations of the last two years if not in Latin script.
4. A short chronological description of the applicant's entire education abroad, using UP's own form (available as Word or PDF).
5. Any other document the specific call for enrolment requires.
6. A scan of an identity document: an identity card or passport for EU citizens, a passport for non-EU citizens.
7. A decision recognising the foreign qualification for the purpose of further education (Appendix 4 in the call). Candidates from a higher-migration-risk country must also complete the mandatory English-language Zoom interview described in the admission process below.

How to apply

1. Confirm the study programme and its own call for enrolment on the relevant faculty's page (Faculty of Humanities, Management, FAMNIT, Turistica, Health Sciences, Education, or Polymer Technology), since admission requirements, available places and any language rule are set per faculty and per programme.
2. Apply electronically through Slovenia's national eVS web portal (portal.evs.gov.si) within the application period published for your citizenship group (EU and Slovenians abroad; Western Balkans citizens with a bilateral agreement; or other non-EU citizens, who have separate and generally earlier deadlines).
3. Upload all required evidence (certificates, transcripts, translations, identity document, and, where applicable, the short chronological education description) directly in the eVS portal before the deadline; documents are not accepted by post.
4. If you are a citizen of a country the EU treats as higher migration risk, wait for an interview invitation by email, pay the non-refundable 200 euro interview fee within five days of applying, and complete a video interview in English on Zoom before your application is processed further.
5. Wait for the outcome of the recognition and selection procedure; if you meet the admission requirements and the required ranking points, you receive a decision confirming admission to the study programme.
6. Once admitted, enrol with the faculty within the published enrolment window and pay the tuition fee (if applicable) and the enrolment contributions (information system, library membership and student activities fees) for the academic year.

English test waiver

For programmes taught in English, the Faculty of Management's call for enrolment states that all candidates enrolling in the English-language study programme must demonstrate English at B2 level on the Common European Framework of Reference for Languages (CEFR), proven by one of: a certificate of an English exam at B2 level or equivalent (TOEFL iBT 72 to 94, IELTS 5.5 to 6.5, Cambridge FCE 160 to 179, Oxford B2 Upper Intermediate, EF SET 51 to 60, TOEIC minimum 785, Pearson PTE 59 to 75), a general matura certificate showing English as the foreign language subject, a secondary school certificate completed in English, or a higher education diploma from a programme conducted in English with a confirmation of this from the institution. Candidates who passed English at the Slovenian general matura do not need to submit separate proof; the State Examination Centre sends this directly. This rule is published for the Faculty of Management's bachelor's and master's Management programmes (both taught in English); other UP faculties that teach in English (Faculty of Mathematics, Natural Sciences and Information Technologies; Faculty of Tourism Studies Turistica) did not state an explicit test minimum in their own call documents, only that some programmes require a demonstrated language proficiency 'at the level specified for the individual study programme.'
