Enrolling on a degree programme at Padua costs from zero to about EUR 3,000 a year. Fees are calculated according to the student's ISEE, the Italian indicator of household financial situation, with a no-tax area for an ISEE up to EUR 30,000. The first instalment is a fixed EUR 208, made up of EUR 192 regional tax for the right to university education and EUR 16 stamp duty, and is due from every student regardless of income. Second and third instalments vary by degree programme and by the student's financial and personal circumstances; students who do not request an income-based reduction are billed at the fixed non-EU flat rate, which the university's fees page lists as roughly EUR 2,790 to EUR 2,990 for most programmes, or a lower band for students from a list of low-income countries.
