Brunei's national university, Universiti Brunei Darussalam (UBD), was established in 1985 and welcomed 1,097 new students for the 2026/2027 session. It runs February and September intakes through an online application system. Graduate applications for the February 2027 intake are open until 20 September 2026, while undergraduate applications for September 2026 closed on 28 February 2026 and the dates for September 2027 have not yet been posted. International applicants must upload a security clearance letter from an authorised institution in their home country.
UBD's fee table for the 2026/2027 intake lists international undergraduate programme fees of BND 16,500 for non-lab bachelor's degrees, BND 18,500 for lab-based degrees, BND 42,000 for Pharmacy and Engineering, BND 54,000 for Medicine and BND 60,000 for Dentistry; the page says undergraduate fees are charged yearly but heads the column as a programme fee. Most taught master's programmes cost BND 3,000 or BND 4,000 per programme. Undergraduate applicants need IELTS 6.0, TOEFL 550 or Band B2 in UBD's own English test, and graduate applicants IELTS Academic 6.0.
The Government of Brunei Darussalam funds a scholarship for foreign students tenable in Brunei, administered by the Ministry of Foreign Affairs, which covers tuition and bursaries for accommodation, books, food and personal spending, with medical treatment. For PhD study, the UBD Graduate Research Scholarship waives tuition and pays BND 2,200 a month for 36 months to applicants aged 30 or under.
Foreign citizens studying in Brunei need a student pass from the Department of Immigration and National Registration under the Ministry of Home Affairs. The application is a counter service: the form is collected at the Visa and Diplomatic Division, and a visa application form is also required except for Malaysian and Singapore citizens. The government's published document list includes a letter of application from a parent or guarantor, and the fee shown on the service page is thirty (30), with no currency stated. The Department's service standards set three days to process a student visa and one day to extend a student pass at its headquarters. The documents listed on that page are written for school pupils, so university students should follow the instructions their university sends with the offer.
