The Open University of Sri Lanka (OUSL) is a state university established in 1980 that teaches through open and distance learning to more than 40,000 students. Its International Relations Unit enrols foreign nationals into undergraduate, postgraduate and research degree programmes, including the Master of Science in Nursing offered by the Department of Nursing, Faculty of Health Sciences.

For the Master of Science in Nursing, OUSL's Tuition Fees Overseas Students 2025/2026 schedule lists a tuition fee of US$110 per credit and a total programme fee of US$6,600 for 60 credits. The schedule states that these fees apply to students from developed countries and that a 50% scholarship is given to students from developing countries; the International Relations Unit's FAQ also states a 50% discount for students from SAARC countries. Tuition is paid in two instalments: 60% at registration and 40% after 24 weeks, with registration, facilities and other fees paid in full at registration. The overseas fee schedule also requires a refundable deposit of US$500 before registration. Local Sri Lankan applicants pay a separate rupee fee of Rs. 310,000 in tuition for the programme.
