Scholarships to Study in Romania (2027)

Romania admits students from outside the EU through a two-step route: the university checks the application, and the Ministry of Education issues the letter of acceptance without which admission cannot be completed. Babes-Bolyai University in Cluj-Napoca charges non-EU students EUR 2,500 to EUR 7,000 a year for an English-taught bachelor's and EUR 2,500 to EUR 9,000 for a master's, and a long-stay study visa costs EUR 300.

The Romanian government offers scholarships to citizens of non-EU countries through the Ministry of Foreign Affairs. Applications are made online through the Study in Romania platform; the 2026 window ran from 16 February to 31 March 2026, with results around 15 July. Applicants need an average of at least 7 on the Romanian scale in their last completed studies. At bachelor's and master's level the scholarships are only for Romanian-taught programmes, and none are awarded in medicine, dental medicine or pharmacy. The scholarship covers tuition, accommodation in student residences within the subsidy limit, and a monthly allowance whose amount is set by government decision.
