Cost of Studying in Romania (2027) for International Students

Romania admits students from outside the EU through a two-step route: the university checks the application, and the Ministry of Education issues the letter of acceptance without which admission cannot be completed. Babes-Bolyai University in Cluj-Napoca charges non-EU students EUR 2,500 to EUR 7,000 a year for an English-taught bachelor's and EUR 2,500 to EUR 9,000 for a master's, and a long-stay study visa costs EUR 300.

Tuition for non-EU students is set by each university. At Babes-Bolyai University for 2026-27, English-taught bachelor's programmes cost EUR 2,500 to EUR 7,000 a year and masters EUR 2,500 to EUR 9,000; the Romanian preparatory year costs EUR 3,015.

Visa. A long-stay visa for studies (D/SD) costs EUR 300 for applications made through the e-Viza portal from 27 April 2026, up from EUR 120.

Money you must show. For the visa, at least the national gross minimum wage for each month of the visa; for the residence permit, at least the national net minimum wage for each month. The government portals do not state the amount in lei.
