Romania admits students from outside the EU through a two-step route: the university checks the application, and the Ministry of Education issues the letter of acceptance without which admission cannot be completed. Babes-Bolyai University in Cluj-Napoca charges non-EU students EUR 2,500 to EUR 7,000 a year for an English-taught bachelor's and EUR 2,500 to EUR 9,000 for a master's, and a long-stay study visa costs EUR 300.

Degree programmes for non-EU students

Choose a university and programme and check its language of instruction; Romanian-taught programmes need a preparatory year or proof of Romanian.
Apply online to the university in its admission session. Babes-Bolyai's 2026-27 window ran 1 April to 31 July 2026; the Study in Romania portal says most sessions run between February and early September.
Pay the processing fee (EUR 50 at Babes-Bolyai) and upload apostilled or authenticated documents.
Wait for the Ministry of Education's letter of acceptance. The university forwards accepted files; the ministry decides within 30 working days of a complete file.
Pay tuition within the university's deadline, 21 calendar days at Babes-Bolyai.
Apply for the long-stay study visa D/SD (EUR 300) with proof of tuition payment, accommodation, means and insurance.
