Study in Mongolia: Admission, Cost, Visa and Scholarships (2027)

Foreign students coming to study at a Mongolian higher education institution enter on an E2 visa requested by their university and must apply for an E2 residence permit within 21 days of entering the country; the permit is granted for up to one year and the standard state fee is MNT 45,000. Many degree programmes for international students in Mongolia are taught in Mongolian, often after a preparatory language year. At the National University of Mongolia (NUM) in Ulaanbaatar, founded in 1942, the board of directors set international tuition for 2026-2027 at MNT 512,000 a credit for the Mongolian preparatory year (MNT 10,752,000 a year), MNT 409,000 a credit for bachelor's study (MNT 12,270,000 a year), MNT 757,000 for master's and MNT 818,000 for PhD study, while an English-taught joint master's costs MNT 303,000 a credit, or MNT 7,272,000 for 24 credits a year. Branch schools outside Ulaanbaatar charge lower rates. Tuition is paid each semester. NUM accepts international applications from 1 May to 1 July for the autumn semester and from 1 October to 1 December for the spring semester, and late applications are not accepted. Mongolian-taught degrees require a TOMFL certificate at level M3 or completion of NUM's preparatory programme, and graduate applicants need TOEFL iBT 60 or IELTS 5.5.

The Immigration Agency of Mongolia lists visa category E2 for foreigners coming to study at a higher education institution, requested by the inviting institution. After arrival, students apply for an E2 residence permit within 21 days of crossing the border. The inviting institution submits a request with its registration certificate, and the student provides a colour copy of the passport, the page with the visa and entry stamp, a photograph, the admission order, study contract and tuition payment receipt, and an address certificate from the local district office; a medical check may be required. The residence permit is granted for up to one year. The state fee on the E2 page is MNT 45,000 for standard service or MNT 90,000 for urgent service, with a decision in ten working days for standard service, although the agency's general fee table shows a lower amount.
