Scholarships to Study in France (2027) for International Students

France teaches on the three-cycle Licence-Master-Doctorat system, mostly in French at public universities and often in English at the grandes ecoles. Non-EU students pay a government-set differentiated tuition rate at public universities unless the institution waives it, plus their own program fees at the grandes ecoles.

The best known national programme is the France Excellence Eiffel scholarship, run by the Ministry for Europe and Foreign Affairs through Campus France. It pays EUR 1,200 a month at master's level and EUR 2,000 a month at PhD level (from January 2026), to applicants under 29 (master's) or 35 (PhD). A student cannot apply directly: the French institution that wants to admit the candidate submits the nomination. Beyond Eiffel, many universities and grandes ecoles run their own tuition exemptions, top-up bursaries or need-based aid for admitted non-EU students; check the fees or scholarships page of each institution, which is listed on its record on this site.
