Estonia's universities have cut back on free places for students from outside the EU, and what remains is mostly fee reductions. The University of Tartu grants 25%, 50% or 100% reductions for one semester at a time on some programmes, automatically, without an application. Tallinn University offers a small number of 25% to 100% discounts on individual programmes, awarded from the admission ranking. TalTech funds scholarships for international olympiad medal winners of EUR 400 to EUR 800 a month.
The Estonian government, through the Education and Youth Board, offers scholarships for international students from a list of eligible countries: EUR 350 a month for master's study and EUR 660 a month for doctoral study, with bachelor's scholarships only in fields related to Estonian language and culture. Applications have been taken from 2 September to 1 October, but the board says the 2026-27 terms are being updated and will be announced in autumn 2026. Historically only about one applicant in ten succeeds.
