How to Apply to Universities in Estonia (2027): Step by Step

Estonia's universities teach dozens of degrees in English and charge students from outside the EU a yearly fee, mostly between EUR 3,800 and EUR 7,200 for a master's programme in 2026-27, with medicine and a few specialised programmes costing more. Applications open in winter and close in spring, usually 1 March to 15 April, every university charges a EUR 100 application fee, and a student residence permit comes with unlimited work rights and nine months to look for a job after graduating.

Degree programmes taught in English

  1. Choose a programme and read its page. Fees, extra entrance tests and sometimes English scores are set per programme.
  2. Check the window. Estonian universities take one intake a year, in autumn. Tallinn University's autumn 2027 window runs 1 November 2026 to 1 March 2027; Tartu and TalTech published 2026-27 windows of 2 January to 15 March or 15 April and 1 February to 1 April for non-EU citizens.
  3. Apply online to the university and pay the EUR 100 fee. One fee covers two programmes at each of the three universities, and it is not refunded.
  4. Prove English by the deadline. IELTS Academic 6.0 with 5.5 in each part is accepted at all three; Duolingo is accepted at none.
  5. Sit any entrance test or interview. Admission is decided on documents plus the programme's own test or interview.
  6. Pay the required tuition deposit once admitted. The university then sends the invitation needed for the visa.
  7. Apply for a D visa, then the residence permit for study. Show legal income of EUR 880 a month, health insurance with at least EUR 6,000 of annual cover for the permit, and apostilled or legalised documents in Estonian or English.
