Azerbaijan's universities include ADA University in Baku, established in 2014 on the basis of the Azerbaijan Diplomatic Academy, which teaches most programmes in English. Its latest published fee table, labelled 2025, charges non-citizen students AZN 8,500 a year for undergraduate study and AZN 10,500 for most master's programmes, including a AZN 750 student fee, and the application fee is AZN 100. International undergraduates applied for Fall 2026 by 8 April 2026 in the first round or 1 July 2026 in the late round. Graduate programmes taught in English require IELTS 6.5, TOEFL iBT 83, PTE 58 or Duolingo 120. ADA considers every admitted international student for the Alimardan Bay Topchubashov International Fellowship, which waives tuition in full and provides dormitory housing and medical insurance, renewable subject to funding and grades.
The State Migration Service lists science and education among the purposes for which ordinary entry visas are issued. According to the Ministry of Foreign Affairs, the state fee is USD 20 for a single-entry visa and USD 350 for a multiple-entry visa, and studying with government support is among the grounds for exemption from the fee. Visa applicants need an application form, a passport valid three months beyond the visa, photographs, medical insurance and an invitation from the host.
After arrival, students obtain a temporary residence permit. The Migration Code lists full-time education at institutions of higher education and technical schools among the grounds for the permit. Applicants submit an application form, a passport copy valid at least three months beyond the permit, a medical certificate that they do not carry the listed viruses, photographs, a housing document, the fee receipt and, for students, a letter from the Ministry of Science and Education or the institution stating the course, completion date and student ID number. The residence permit card costs 160 manat for up to one year and 320 manat for up to two years when issued within 15 working days.
