Foreign students enter Azerbaijan on an ordinary entry visa issued for science and education, which costs USD 20 for a single entry, and then obtain a temporary residence permit on the basis of full-time study at a higher education institution. The permit card costs 160 manat for up to one year when issued within 15 working days. At ADA University in Baku, non-citizen undergraduates pay AZN 8,500 a year and every admitted international student is considered for a full tuition fellowship.
