Malaysia Student Visa (2027): Requirements, Proof of Funds, Fee, Processing Time

Malaysia teaches most of its international degree programmes in English and runs three yearly intakes, in February, July and September. Public universities are the cheapest route to a degree and private universities and foreign branch campuses offer more English-medium choice and faster admission, with the whole visa process run through Education Malaysia Global Services (EMGS).

What you need

  • Offer letter (Letter of Offer / Acceptance) from a Malaysian institution
  • Passport valid for at least 18 months, with a copy of the biodata page, any visa-stamped pages and, where relevant, the observation page
  • One passport-size photograph, 35mm x 45mm, on a white background
  • Completed Health Declaration Form
  • Academic certificates and transcripts, certified, with an English or Malay translation if the originals are in another language
  • English language proficiency result (IELTS, TOEFL, MUET, PTE, Cambridge English or an equivalent EMGS accepts), or evidence prior education was in English
  • Personal Bond, arranged after arrival in Malaysia, amount set by nationality
  • Locally purchased medical insurance covering at least the length of the Student Pass
  • Additional country-specific documents where they apply: a No-Objection Certificate for applicants from Sudan, a Letter of Eligibility for applicants from Iran
  • For a Dependant Pass: proof of relationship (marriage or birth certificate) and, for an undergraduate sponsor, that the sponsor's nationality is on EMGS's shorter list of countries allowed to bring dependants; postgraduate sponsors are not restricted this way

How to apply

  1. Accept the offer from a Malaysian university and let it apply to EMGS on the applicant's behalf, or apply directly at visa.educationmalaysia.gov.my depending on the institution's process.
  2. Upload the required documents and pay the EMGS processing fee (about RM 1,728 for a new application to most public and private universities, plus an 8 percent service tax) together with the medical screening, eVAL, i-Kad and insurance fees.
  3. EMGS carries out academic verification, a background check and reviews the health declaration, then seeks Immigration Department approval.
  4. EMGS issues the Visa Approval Letter, increasingly as an electronic eVAL; EMGS's own guidance states 14 working days for a complete application, with incomplete submissions taking longer.
  5. Applicants from countries that require one apply for a Single Entry Visa or e-Visa using the eVAL, separately from the EMGS process.
  6. Travel to Malaysia, submitting a Malaysia Digital Arrival Card (MDAC) within three days before arrival.
  7. Complete the mandatory post-arrival medical screening at a registered Malaysian clinic.
  8. Have the Student Pass endorsed in the passport by the Immigration Department, and sign the Personal Bond.
