How to Apply to Universities in Latvia (2027): Step by Step
Latvia's universities in Riga teach bachelor's and master's degrees in English for roughly EUR 3,000 to EUR 6,600 a year, while medicine and dentistry cost EUR 11,850 to EUR 17,310. Students from outside the EU need a temporary residence permit for study, may work 20 hours a week during term and 40 in breaks, and full-time master's and doctoral graduates can stay nine months after graduating. A new Immigration Law took effect on 15 September 2026.
Choose a programme and read its page. Fees, entry grades and places differ by programme.
Find your nationality group. Latvian universities set earlier deadlines for citizens of countries that need additional assessment or a visa. At the University of Latvia for September 2026 these were 1 May and 21 June; at RSU the additional assessment group closes a month before other non-EU applicants.
Apply online and pay the application fee: EUR 170 at the University of Latvia, EUR 100 at RSU.
Prove English. IELTS 6.0 or TOEFL iBT 80 at both universities; RSU also takes Duolingo 115.
Complete the interview if required. RSU interviews every non-EU applicant who does not live in the EU.
Apply for a temporary residence permit for study at a Latvian embassy outside the Schengen area, or at the Office of Citizenship and Migration Affairs, with health insurance of at least EUR 42,600 of cover.
