Italy offers low-cost, income-linked tuition at its public universities and hundreds of English-taught bachelor's and master's programmes. Non-EU applicants apply through the university of their choice and the Universitaly pre-enrolment portal before applying for a study visa, and every public university sets its own annual limit on non-EU visa places.

Every Italian region runs its own DSU (diritto allo studio universitario) right-to-study agency, which awards income-based scholarships to both EU and non-EU students enrolled at universities in that region; benefits can include a cash stipend, subsidised or free accommodation and a reduced-price canteen, on top of a full tuition waiver for students below the regional income threshold. Non-EU students whose family income is earned abroad generally need an ISEE-Parificato, an equivalised version of the ISEE prepared from translated and certified foreign income documents, to apply. Individual universities also run their own scholarships and tuition waivers for international applicants, separate from the regional DSU system, most commonly offered as partial or full fee reductions to students admitted to English-taught programmes.
