Lira University is a public university in Lira, northern Uganda, established as a constituent college of Gulu University in 2009 and made a fully-fledged public university in 2015. It has a student population of over 3,800 and offers certificate, diploma, undergraduate and postgraduate programmes, with tuition for international students listed per semester at double the East African rate.

Lira University charges tuition per semester, separately for East African students and for international students, with the international rate set at twice the East African rate for every programme published. Undergraduate tuition for international students ranges from UGX 1,160,000 per semester for the Bachelor of Education (External) programmes to UGX 5,000,000 per semester for the Bachelor of Medicine and Bachelor of Surgery. Postgraduate tuition for international students ranges from UGX 2,400,000 per semester for the Postgraduate Diploma in Financial Management to UGX 5,000,000 per semester for the Master of Midwifery Science, Master of Mental Health Counselling, and Master of Public Health. These published rates exclude functional fees, accommodation, books, research costs and other expenses. The non-refundable application fee is UGX 50,000 plus a bank charge of about UGX 2,750, payable by mobile money or at a bank.
