TaiwanICDF International Higher Education Scholarship Program 2026

The TaiwanICDF International Higher Education Scholarship Program is run by the Taiwan International Cooperation and Development Fund, a body funded by the Taiwanese government, to bring students from its partner countries into bachelor's, master's and PhD programmes taught in English at Taiwanese universities. Eligibility is restricted to citizens of a published list of partner countries spanning Central America, the Caribbean, South America, Europe, Africa, and Asia and the Pacific; applicants must also meet any extra criteria their own country or government sets, and must not be a citizen of Taiwan. Bachelor's programmes are open only to applicants from countries that maintain full diplomatic relations with Taiwan, a narrower list than the full partner-country list used for master's and PhD programmes. In 2026 the programme covered 32 English-taught programmes across partner universities. The scholarship pays a monthly living allowance of NT$15,000 for bachelor's students, NT$18,000 for master's students and NT$20,000 for PhD students, deposited into the student's local bank account, plus full tuition and credit fees, dormitory housing, an economy-class return flight to and from Taiwan, medical and accident insurance for the whole award period, and required textbook costs. Applicants must complete two separate steps: an online application through the TaiwanICDF Scholarship Online Application System, and a separate admission application to the specific partner university and programme they want to join, meeting that university's own admissions deadline. A first review is carried out by the applicant's nearest ROC (Taiwan) embassy or representative office, which forwards a recommended list to TaiwanICDF for the final joint recruitment decision. The 2026 application period ran from 1 December 2025 to 15 March 2026.
