Cost of Studying in Norway (2027) for International Students

Norway stopped being free for non-EU students in 2023. Citizens of the EU, the EEA and Switzerland still pay nothing; everyone else pays tuition set by each university by subject category, from about NOK 80,000 a year for a bachelor's degree in development studies to NOK 528,650 for medicine. The master's deadline for applicants from outside the EU and EEA is 1 December, nine months before an August start, and NTNU and the Norwegian University of Life Sciences both state that they offer no scholarships covering tuition.

Tuition is charged to students who are not citizens of an EU or EEA country or Switzerland, on admissions from 2023 onwards. Each institution sets its own rates by subject category, and the spread is wide.

NTNU's 2026/27 rates are NOK 176,300 a year for humanities, social sciences, economics, business and management; NOK 205,600 for natural sciences, technology, sport and health sciences, educational sciences, performing arts and media studies; and NOK 528,650 for medicine, dentistry and veterinary medicine. Five NTNU master's programmes are priced separately and much lower, from NOK 26,445 for Childhood Studies and Global Relations and Sustainable Development to NOK 61,705 for the two business master's degrees and NOK 30,840 for Fine Art.

The University of Bergen's 2026/27 rates are NOK 197,000 a year for the language and humanities master's degrees, NOK 226,000 for the sciences, and NOK 401,704 for Design, Fine Art and Music Performance and Composition.

The University of Oslo publishes its table two academic years ahead. For 2027/28 it lists 24 master's programmes at NOK 186,000 a year, mostly humanities and social sciences, and 30 at NOK 218,000, mostly science, informatics and technology, with Ibsen Studies Online at NOK 124,000. Single courses are priced per 10 credits, between NOK 24,670 and 30,330 at bachelor's level and between NOK 34,000 and 49,170 at master's level for 2026/27.

The Norwegian University of Life Sciences charges NOK 80,000 a year for the BSc in International Environment and Development Studies, NOK 150,000 for master's programmes, and NOK 275,000 for the supplementary programme for foreign veterinarians.

Two costs sit on top of tuition. A semester fee of roughly NOK 650 to 700 is paid each term and no tuition exemption covers it. And before a study permit is granted, an applicant from outside the EU, the EEA and Switzerland has to document living costs: both the University of Bergen and the Norwegian University of Life Sciences state the figure as NOK 166,859 for an academic year of two semesters. Tuition has to be paid in full before each academic year at the Norwegian University of Life Sciences, which does not allow instalments.
